sms alert for missed calls (while phone off)

Can someone pleeeaaase tell me y how to set up my phone for the service were you get a text message saying who phoned when your phone is off ....

Do T-Mobile offer this service? Orange always have, and Vodafone offer something similar now, but I've not heard about the other networks offering it.
