I get less lag from T-Mobile 3G here in Loughborough

Welcome to Talk3G!

Not a massive improvement, but an improvement none the less. I get pretty poor signal, I think if I were closer to the mast I could match your results there. The air interface seems to be where most of the delays take place.

HSPA is only so good, though. I believe there are still technical limitations stopping us getting into wired territory. Hopefully LTE will bring further improvements.
