I have an HTC Wildfire. How do I make its screen flash blue?

Apart from entertaining friends and myself (there are some funky sirens, eg hiphop) if I'm driving along and see 3 guys kicking in a 4th then not being the karate kid, I want the ability to convince people a passing cop has just spotted them, making them leg it. Yes it's illegal more or less but in the greater good.
