This mob ( http://www.m-99.co.uk/Mobile_Phone_U...a/toshiba.html )claim to be able to unlock Vodafone [only] Tosh 921 using IMEI calculated code for £15.95. I cannot vouch for them though, so be sure before parting with any money.

I cannot unlock Toshiba myself but there is a kit that will do it, so you'd need to find an Unlocker who had that particular kit. Probably the easiest is to use a firm like the above.
