Orange offers extended network coverage

Orange wants to see companies who have trouble getting coverage in basements or back offices paying to have a picocell fitted and connected to their broadband to provide the coverage they need.
The firm is keen to emphasise that this will be part of a communications deal and the price will be negotiable.
All the networks should have strategies up and running already for doing just this, particularly for business. However, I'd like to know how they're going to restrict it so the office next door can't milk my net connection for their own calls? I'm not about to carry a networks traffic and be charged for the privilege
